North Korean Vice Foreign Minister Heads to UN General Assembly

North Korean Vice Foreign Minister Kim Son-gyong has left Pyongyang for the UN General Assembly in New York, marking Pyongyang’s return to minister-level representation after a six-year gap.

North Korean Vice Foreign Minister Kim Son-gyong has departed for New York to attend the 81st session of the United Nations General Assembly, restoring minister-level representation from Pyongyang at the annual gathering after a six-year absence.

North Korea’s state-run Korean Central News Agency said a delegation led by Kim left Pyongyang on Tuesday. It did not disclose his detailed itinerary. Kim is scheduled to address the General Debate on Monday, the final day of the high-level session in which UN member states present their positions on major international issues.

The visit comes as diplomacy involving the Korean Peninsula remains stalled. North Korea has continued to insist that its nuclear arsenal is not open to negotiation, while South Korean President Lee Jae Myung has called for a phased approach beginning with a halt and reductions in the North’s nuclear and missile capabilities. Lee also used his UN address to urge the prompt resumption of talks between Washington and Pyongyang and to describe Seoul as a potential facilitator of dialogue.

Kim’s appearance will therefore be closely watched for signals about North Korea’s foreign policy, its nuclear stance and whether it sees any opening for renewed engagement. At last year’s General Assembly, he reiterated Pyongyang’s position that it would never abandon nuclear weapons. His latest speech will offer North Korea a prominent international platform at a time when security tensions and questions about possible dialogue are drawing renewed attention.

Pyongyang had not sent a minister-level official to the General Assembly for six years following the collapse of the 2019 Hanoi summit between North Korean leader Kim Jong-un and US President Donald Trump. During that period, North Korean Ambassador to the UN Kim Song represented the country at the gathering.

Before the hiatus, then-Foreign Minister Ri Su-yong attended the General Assembly in 2014 and 2015. His successor, Ri Yong-ho, participated from 2016 through 2018. Sending the vice foreign minister this year does not by itself indicate a policy shift, but it elevates the level of North Korea’s representation and gives governments an opportunity to assess Pyongyang’s message directly.

The General Debate brings national leaders and senior diplomats to New York for speeches and meetings on the sidelines. North Korea’s decision to dispatch Kim places its position on the peninsula and nuclear policy back into that high-level diplomatic setting, even as no specific bilateral meetings have been announced.
