Russian Emergency Delegation Visits Pyongyang for Disaster Cooperation Talks

A Russian emergency ministry delegation arrived in Pyongyang for talks on disaster management, specialist training and technical cooperation as North Korea and Russia broaden bilateral ties.

A Russian emergency ministry delegation has arrived in Pyongyang for talks aimed at expanding cooperation with North Korea on disaster management, according to North Korean state media.

The delegation, headed by Russia’s minister of extraordinary situations, Aleksandr Kurenkov, reached the North Korean capital on Sunday. The Korean Central News Agency reported the visit on Monday, presenting it as part of continuing exchanges between the two countries’ agencies responsible for emergency response.

Kim Chol-nam, North Korea’s minister of disaster management, greeted the visitors along with Vladimir Topekha, the chargé d’affaires ad interim at the Russian Embassy in Pyongyang. Details of the delegation’s schedule and the expected duration of the visit were not disclosed in the initial report.

The talks are expected to focus on practical cooperation in preventing and responding to disasters. The same Russian delegation visited Pyongyang in July last year, when it inspected North Korean disaster prevention and response facilities and discussed scientific and technological cooperation.

The latest trip also follows an agreement signed in December between Russia’s emergency ministry and its North Korean counterpart. That accord covered the training of specialists as well as scientific and technical cooperation, providing an institutional basis for further exchanges between the two agencies.

Disaster preparedness is a significant concern for North Korea, which is vulnerable to recurring flood damage. Heavy rainfall and flooding can place additional pressure on infrastructure and agriculture, making prevention, monitoring and emergency response capacity important areas for the country’s authorities. The visit indicates that Pyongyang is looking to Russia for expertise and institutional cooperation in those fields.

The emergency-management discussions are unfolding against the backdrop of a much broader expansion of North Korea-Russia relations. Pyongyang and Moscow have deepened cooperation across military and economic areas following summits between their leaders in September 2023 and June 2024.

While the current delegation is focused on civilian disaster response, its arrival adds to the series of official contacts linking the two governments. The visit also shows that their growing relationship is extending beyond high-level diplomacy and security issues into technical exchanges between ministries. Further details on any new commitments or joint programs were not immediately announced.
