Kim Jong Un Vows Deeper North Korea-Russia Ties in Letter to Putin

North Korean leader Kim Jong Un pledged to expand Pyongyang’s strategic partnership with Moscow and reiterated support for Russia in a birthday message to President Vladimir Putin.

North Korean leader Kim Jong Un has pledged to deepen his country’s strategic partnership with Russia, using a birthday letter to President Vladimir Putin to reaffirm both political solidarity and his personal bond with the Russian leader.

The message, reported Wednesday by North Korean state media, described closer cooperation with Moscow as a settled policy choice for Pyongyang. Kim said North Korea would continue expanding joint work under the comprehensive strategic partnership between the two countries. He also reiterated what he called his unwavering support for Putin and Russia.

Kim framed Russia’s actions as a struggle to defend its sovereignty, security interests and territorial integrity, and expressed confidence that Moscow would prevail. The wording echoed North Korea’s established support for Russia during the war in Ukraine, while the birthday format gave the statement a more personal tone. Kim addressed Putin as a close friend and comrade, underscoring the relationship between the two leaders as well as the wider state partnership.

The letter is the latest sign that ties between North Korea and Russia remain a central part of Pyongyang’s foreign policy. Their relationship accelerated after Kim and Putin signed a comprehensive strategic partnership treaty in June 2024. The agreement included a mutual defense provision and provided a formal framework for broader cooperation.

Since then, North Korea’s alignment with Russia has attracted close attention from Seoul and its partners because of Pyongyang’s military support for Moscow in the Ukraine war. The growing partnership has also linked security developments in Europe more closely to tensions on the Korean Peninsula.

For North Korea, closer relations with Russia offer diplomatic backing and a powerful partner at a time of continued international pressure over its nuclear and missile programs. For Moscow, the relationship reinforces ties with a neighboring state that has repeatedly backed its position on the war.

Kim’s message did not announce a new treaty or specific initiative. Its significance lies instead in the consistency and strength of the commitment it conveyed. By calling the alliance an unshakable choice and promising to expand cooperation, the North Korean leader signaled that the partnership is intended to endure beyond individual meetings or ceremonial exchanges.

The letter also shows how personal diplomacy continues to support the institutional relationship. Kim’s warm language toward Putin presented the two leaders’ rapport as a foundation for continued coordination between their governments.
