Busan Metropolitan City is proactively planning its future as a pivotal global logistics hub, with a new policy report outlining its potential role as a key base port for the emerging Arctic Sea Route. This forward-looking document, published by the Korea Local Administration Research Institute (KLARI) for 2025, focuses on developing strategic measures to leverage Busan’s existing strengths as a major international port.

The report, titled ‘Exploring Strategic Measures for Busan as a Global Hub City to Serve as a Base Port for the Arctic Sea Route,’ signals Busan’s ambition to become a central player in global maritime trade. The Arctic Sea Route, also known as the Northern Sea Route, offers a significantly shorter shipping path between Asia and Europe compared to traditional routes via the Suez Canal. As climate change gradually reduces ice coverage, the route’s commercial viability is steadily increasing, attracting international attention.

For international readers, KLARI is a government-affiliated research institution in South Korea that conducts in-depth studies on local administration and policy issues. Busan itself is South Korea’s largest port city and a critical component of its economic infrastructure, making it a natural candidate to serve as an Arctic shipping gateway.
