The Korea Local Administration Research Institute (KLARI) has recently published a series of policy reports, offering strategic insights for regional development across various Korean local governments. These reports, primarily released in 2024 and 2025, aim to inform and guide key municipal initiatives. KLARI is a national research institution dedicated to supporting the administrative and policy development of local governments throughout South Korea, playing a crucial role in providing research-based policy recommendations.
Among the notable publications is the “Study on the Promotion Plan for Creating a Busan Global Hub City,” released in 2024. Authored by researchers Yoon So-yeon and Kim Do-hyung, this report focuses on strategies to transform Busan, Korea’s second-largest city and a major port, into a global center for business, trade, and innovation. The study has already garnered significant attention within Korea, with over 13,700 views and nearly 900 downloads since its publication.
Another significant study highlighted is the “Sejong City Aged Industrial Complex Revitalization Plan.” This comprehensive report, led by researchers Yang Won-tak and Lee Won-do, outlines detailed strategies for rejuvenating older industrial zones within Sejong Special Self-Governing City. Sejong, established as Korea’s administrative capital, is striving to enhance its industrial capabilities and regional balance, making this research crucial for its long-term development plans.
The Sejong report delves into various aspects, including the concept and trends of aged industrial complexes, current status and characteristics of Sejong’s older industrial sites (such as Jeonui, Jochiwon, Eungam, and Myeonghak industrial complexes), and a thorough analysis of their current conditions. It concludes by proposing concrete activation plans, strategic directions, implementation tasks, and institutional improvement measures, including potential revisions to local ordinances and special laws governing Sejong City.
Beyond these flagship reports, KLARI has also published studies on diverse topics such as the “Jeju International Free City Comprehensive Plan,” “Village Enterprise Revitalization,” “Efficient Management of Empty Houses,” and “Night Tourism Promotion in Gwangju.” These reports collectively reflect KLARI’s commitment to addressing pressing issues faced by local governments, from economic development to urban regeneration and sustainable growth.
These policy research reports serve as vital resources for policymakers, academics, and the public interested in regional development and urban planning in Korea. While specific application processes or deadlines are not applicable as these are published research documents, the full texts of many reports are available for download from the Korea Local Administration Research Institute’s online archives, providing valuable insights into future government initiatives and policies.
