The Seoul Metropolitan Government has issued a public notice regarding overdue penalty fines for violations within its Green Transport Zone. This “service by public announcement” (공시송달) is a formal legal procedure to notify individuals who have previously failed to receive or respond to notices for traffic violations in designated eco-friendly areas.

The Green Transport Zone, primarily encompassing central Seoul including areas around the Four Major Gates (e.g., Jongno, Cheonggyecheon, Euljiro), restricts the entry of certain vehicles, most notably older diesel cars, to reduce air pollution and traffic congestion. Introduced in 2019, this initiative aims to improve air quality and promote sustainable urban mobility, with violations incurring administrative fines.

This public announcement specifically targets drivers who have incurred fines for violating these restrictions but whose initial penalty notices could not be delivered, perhaps due to address changes, outdated registration information, or other contact difficulties. Under Korean administrative law, such a public notice serves as official notification, ensuring that all liable parties are legally informed, even if direct contact was unsuccessful.
