The South Korean Ministry of Health and Welfare has announced a proposed amendment to its “Rules on Safety Management of Diagnostic Radiation Generators,” aiming to standardize health check-up procedures for personnel working with radiation. This legislative pre-announcement (입법예고), a formal process for public feedback on new or amended laws, opens a public comment period until May 11, 2026, for individuals and organizations to submit their opinions.
The primary reason for the amendment is to address inconsistencies in blood test items required for radiation-related health check-ups across various existing regulations. Currently, these discrepancies can lead to inconvenience, such as the need for retesting. The proposed changes seek to unify the specific blood test items for those working with diagnostic radiation equipment, such as X-ray machines and CT scanners. The standardized blood tests will include peripheral blood counts for hemoglobin levels, red blood cell count, white blood cell count, and platelet count.
Under South Korea’s Administrative Procedures Act, the government is required to inform the public of proposed legislative changes and invite feedback. This ensures transparency and allows stakeholders to contribute to the policymaking process before a final decision is made. The Ministry of Health and Welfare encourages all interested parties, including medical professionals, institutions, and the general public, to review the proposed amendment and share their perspectives.
