Professor Lee Joo-young of Seoul National University has been re-elected to the United Nations Committee on Economic, Social and Cultural Rights (CESCR) for a new four-year term, commencing January 1, 2027. The election took place on April 8 at the UN Headquarters in New York, solidifying South Korea’s continued presence in global human rights mechanisms.
The CESCR is a crucial UN body composed of 18 independent human rights experts. Its primary role is to monitor the implementation of the International Covenant on Economic, Social and Cultural Rights by its 173 State Parties. This involves reviewing their reports, issuing general comments, and providing recommendations to ensure the global protection and promotion of fundamental economic, social, and cultural rights. During the recent election for the 2027-2030 term, nine members were chosen, with South Korea and India securing seats for the Asian region.
Professor Lee Joo-young, currently serving on the Committee for the 2023-2026 term, has already made significant contributions. She notably served as a co-rapporteur for the ‘General Comment on the Environmental Aspects of Economic, Social and Cultural Rights and Sustainable Development,’ adopted in 2025. Furthermore, she is a co-rapporteur for the ongoing ‘General Comment on the Application of the International Covenant on Economic, Social and Cultural Rights in Situations of Armed Conflict,’ playing a pivotal role in shaping guidelines for the global interpretation and implementation of the Covenant.
The South Korean government affirmed its strong commitment to international human rights protection and promotion, aligning with its role as a member of the UN Human Rights Council for 2025-2027 and a globally responsible nation. The Ministry of Foreign Affairs stated it would continue to support highly qualified Korean professionals in joining international human rights mechanisms, underscoring the nation’s expertise in this critical field.
