Incheon Intensifies Fight Against Air Pollution This Winter

Incheon Metropolitan City has announced the implementation of its 7th Fine Dust Seasonal Management System, a comprehensive plan designed to significantly reduce air pollution during the high-concentration period. Running from December 1, 2025, to March 31, 2026, the initiative will apply across all areas of Incheon, aiming for cleaner air for its residents.

The Fine Dust Seasonal Management System is a critical measure implemented by Korean local governments when atmospheric conditions typically lead to elevated levels of fine dust (PM2.5 and PM10). These particulate matters can pose significant health risks. During this four-month period, stricter environmental regulations and reduction policies are enforced compared to other times of the year, usually from December to March, when fine dust levels are frequently higher due to specific meteorological conditions and domestic or transboundary pollution sources.

Key strategies of this year’s plan focus on reducing emissions from major sources. In the transport sector, restrictions will be placed on the operation of Grade 5 emission vehicles – a classification in South Korea for older, more polluting cars. The use of aging construction machinery at work sites will also be limited. Industrially, the city will enhance real-time monitoring and surveillance, enforce stricter reduction targets for businesses, and ensure public workplaces proactively cut emissions. Furthermore, coal-fired power plants will operate at a reduced capacity (80%), alongside strengthened energy demand management.

Beyond major emission sources, the city will implement intensive management around citizens’ daily lives. This includes bolstering protection for sensitive populations, such as children in daycare centers and students in schools, and closely managing air quality in multi-use facilities like subway stations. Efforts will also focus on preventing illegal outdoor burning in rural districts and minimizing scattered dust from construction sites through joint public-private inspections.

To support these efforts, Incheon will enhance its scientific capabilities by expanding fine dust information services, including forecasts and alerts. Advanced monitoring and prediction systems will be utilized to implement region-specific emergency reduction measures, known as “Incheon-type emergency reduction measures.” The city also encourages active public participation through various public relations campaigns.
