MOHW Issues Public Notice for Non-Profit Permit Revocation Hearing

The Ministry of Health and Welfare (MOHW) has issued a public notification regarding its intent to revoke the establishment permit of a non-profit corporation. This official announcement, dated May 8, 2026, comes after repeated attempts to directly notify the organization failed due to reasons such as an unknown corporate office or unidentified responsible parties.

Under South Korean administrative law, government bodies are required to provide prior notice and conduct a hearing before making a significant administrative disposition, such as revoking an establishment permit. This process, governed by Article 21 of the Administrative Procedures Act, ensures that affected parties have an opportunity to present their case. The MOHW’s action is also in accordance with Article 38 of the Civil Act and Article 9 of the Ministry’s own regulations concerning the establishment and supervision of non-profit corporations under its jurisdiction.

The public notification, known as “Gongsi Songdal” (공시송달) in Korean, is a legal method of service used as a last resort when conventional means of notification are impossible. By issuing this public announcement, the Ministry is officially informing the unidentified non-profit corporation of the impending revocation proceedings and inviting them to participate in the required hearing. This step ensures due process is followed even when direct contact with the entity proves difficult.

While the specific details, such as the actual hearing date or the precise identity of the non-profit corporation, are typically contained in attached documents not publicly disclosed in this general announcement, this notice serves as a formal summons for the organization to come forward and address the administrative action initiated by the Ministry of Health and Welfare.
