Seoul Initiates Public Notice for Bus Lane Violation Fines

The Seoul Metropolitan Government has announced the initiation of a “Service by Publication” (공시송달) for prior notices regarding fines incurred from dedicated bus lane violations. This measure is taken to legally inform individuals who could not be reached through conventional delivery methods, such as mail, due to unknown addresses or other reasons.

Dedicated bus lanes are a critical component of Seoul’s public transportation infrastructure, designed to ensure efficient movement of buses and improve overall traffic flow. Unauthorized vehicles, including private cars, are prohibited from using these lanes during specified hours, with violations incurring administrative fines (과태료). This policy aims to prioritize public transport and encourage adherence to traffic regulations, contributing to smoother urban mobility.

Service by Publication is a legal procedure where, if official documents like fine notices cannot be delivered directly to the recipient, the government fulfills its notification duty by publicly announcing the details. In this instance, the notice for bus lane violations becomes legally effective after a specified period (typically 14 days) from its original publication date on official Seoul Metropolitan Government channels. This process ensures that individuals are deemed legally informed, even if they did not receive a physical notice.

Individuals who believe they may be subject to such fines, or who have recently moved, are strongly advised to check the official Seoul Metropolitan Government website or relevant district office public notice boards. Consulting these official sources is crucial for identifying if their vehicle or name is listed in the public notices and for understanding the next steps, including options for clarification or payment of the fine.
