Seoul Metropolitan Government to Impose Fines on Construction Firms

The Seoul Metropolitan Government has recently announced administrative dispositions and fines (과태료, gwataeryo) against a number of general construction businesses. This action, outlined in Public Notice No. 2026-1233, signifies the city’s strengthened commitment to ensuring regulatory compliance and maintaining high standards within the construction sector.

Administrative fines in South Korea, known as gwataeryo, are monetary penalties imposed for violations of administrative laws, distinct from criminal charges. These measures are critical for upholding construction safety standards, preventing illegal practices, and protecting public interest in urban development projects across the capital.

The entities subject to these dispositions are general construction businesses operating within Seoul’s jurisdiction that have been identified for various infractions. Common violations include breaches of safety protocols, non-compliance with building codes, illegal subcontracting, or other regulatory failures that compromise project integrity or public safety.

Affected companies will receive individual notifications detailing their specific violations and the corresponding fine amounts. Upon receipt of their official disposition notice, businesses typically have a period, such as 14 days, to submit an objection or explanation if they wish to contest the findings. Payments for the administrative fines are generally due within 30 days following the final confirmation of the disposition.

Businesses are strongly advised to review their official notices carefully for precise deadlines and detailed instructions on payment methods and any available appeal procedures. For further inquiries or clarification, affected companies should consult the contact information provided in their individual notices, typically directing them to the relevant department within the Seoul Metropolitan Government. The city emphasizes that strict enforcement is essential for fostering a responsible and safe construction environment for all residents.
