South Korea Proposes New Rules for Rural Pilot Projects

The Korean government is seeking public input on proposed amendments to the Enforcement Decree of the Rural Development Act. These changes, put forth by the Rural Development Administration (RDA), aim to establish clear guidelines for planning, implementing, and designating pilot projects in rural areas across the country.

The proposed amendments follow a revision to the overarching Rural Development Act itself (Law No. 21403), which was promulgated on February 27, 2026, and is set to take effect on August 28, 2026. The Enforcement Decree provides the detailed regulations necessary to put the parent law into practice, particularly regarding the introduction and dissemination of new agricultural technologies and methods through pilot programs. This public notice, known as an ‘Ipbeop Yego’ or legislative pre-announcement, is a standard procedure in Korea to gather public opinion before a law or regulation is finalized.

Key provisions of the amendment outline specific requirements for both the RDA (a national agency dedicated to agricultural research and development) and local governments when establishing pilot project plans. These plans must include the project’s objectives, strategies, implementation structure, the agricultural technologies to be applied, and detailed financial procurement plans. Furthermore, criteria for designating eligible pilot projects and regions have been established, focusing on whether the project aligns with its objectives, has viable funding, and can be implemented smoothly.

For those wishing to have their projects or regions designated, an application process will require submitting a comprehensive plan detailing the project’s purpose, content, necessity, and budget securing measures. The detailed implementation specifics for these pilot projects will be determined by either the RDA Administrator or the head of the respective local government. The amendments also include technical updates to legal citations to align with the revised parent act.

The public consultation period for these proposed changes is open until July 1, 2026. Individuals, organizations, and institutions are encouraged to submit their opinions, whether in support or opposition (with reasons for opposition), along with their name and contact information. This ensures transparency and allows for public participation in the legislative process.
