MMCA Proposes Rule Updates: Expanded Free Entry, Visitor Conduct

The Ministry of Culture, Sports and Tourism (MCST) has announced proposed amendments to the “National Museum of Modern and Contemporary Art (MMCA) Exhibition Viewing Rules,” opening them for public comment. These changes aim to streamline museum operations, enhance public access to art, and ensure a safe and enjoyable environment for all visitors across its multiple branches.

Among the key operational updates, the proposed rules will formally establish regular closing days for the MMCA Cheongju Art Storage Center, which opened in December 2018. Additionally, the amendments will allow for temporary closures of all MMCA branches to accommodate significant national events, providing greater flexibility for the institution to host or participate in important public functions.

In a significant move to broaden access to cultural experiences, the revised rules propose an expansion of free admission eligibility. Categories such as individuals recognized for their contributions to the May 18th Democratic Uprising, veterans, those affected by defoliant exposure, special mission personnel, and recipients of national merit compensation will now be granted free entry. These groups represent significant figures in Korean history and society, often receiving government benefits in recognition of their service or sacrifice.

To foster a pleasant and secure viewing environment, the proposed amendments introduce new regulations regarding visitor conduct. These include specific restrictions on certain behaviors within the exhibition halls and outline procedures for limiting access or expelling visitors who violate the rules, ensuring that artworks are protected and all patrons can enjoy their visit without disruption.

The public is invited to submit opinions on these proposed amendments until July 1, 2026. Individuals and organizations can provide feedback online through the integrated legislative pre-announcement system at http://opinion.lawmaking.go.kr. Alternatively, written comments can be submitted via email to minoses@korea.kr or by postal mail to the Ministry of Culture, Sports and Tourism, Visual Arts and Design Division (Government Complex Sejong, 388 Galmae-ro, Sejong Special Self-Governing City, Postal Code 30119).

For further details on the proposed changes, interested parties can visit the MCST website (http://www.mcst.go.kr) under ‘Data Space > Legal Data > Legislative/Administrative Notices’ or contact the Visual Arts and Design Division directly at 044-203-2756 during business hours.
